California Takes Next Step to Ban Small Engines

Assembly bill 1346, signed by Newsome on Oct. 9, requires the California Air Resources Board (CARB) to “adopt cost-effective and technologically feasible regulations to prohibit engine exhaust and evaporative emissions from new small off-road engines,” by July 1, 2022. Following the regulations, it’s expected that the rules would then take effect in 2024.

[size=125]The law states that “technical feasibility” will be determined by a range of factors, including emissions from small off-road engines in the state; expected timelines for zero-emissions small off-road equipment development; increased demand for electricity from added charging requirements for more zero-emission small off-road equipment; use cases of both commercial and residential lawn and garden users; and expected availability of zero-emission generators and emergency response equipment.

The bill stated that in 2020, California daily NOx and reactive organic gas (ROG) emissions from small off-road engines (SORE) were higher than emissions from light-duty passenger cars. Small engines emitted an average of 16.8 tons per day of NOx and 125 tons per day of ROG, according to the legislation, which said “without further regulatory action, those emission levels are expected to increase with increasing numbers of SORE in California.”

The bill also stated that “currently, there are zero-emission equivalents to all SORE equipment regulated by the State Air Resources Board. The battery technology required for commercial-grade zero-emission equipment is available and many users, both commercial and residential, have already begun to transition to zero-emission equipment.”

The U.S. Environmental Protection Agency (EPA) Proposes to Expand the Sale of E-15 GasolineThe EPA issued a proposed regulation that would allow gas stations around the country to sell E15 (gasoline that’s 15% ethanol) during the summer months (June 1 through September 15).  If finalized, the EPA would overturn its long-standing prohibition on the sale of E15 during high-ozone season by allowing the fuel to use the 1 pound per square inch (psi) Reid Vapor Pressure (RVP) waiver, which currently allows E10 sales during the summer months.  The EPA’s effort to allow year-round E15 sales would expand the number of gas stations selling gasoline blended with higher amounts of ethanol.

• The EPA must reconsider its proposal to allow year-round sales of E15 fuel, a blend of gasoline that is 15% ethanol by volume.


• Ethanol, especially in higher concentrations such as E15, can cause metal corrosion and dissolve certain plastics and rubbers in automobiles that were not constructed with ethanol-resistant materials.


• Expanding the sale of E15 is not consumer friendly. It will leave millions of drivers susceptible to damaging older cars and trucks if misfuelling with higher blends of ethanol that are illegal for use in pre-2001 vehicles.


• Expanding the sale of E15 fuel will significantly decrease the availability of ethanol-free gasoline (E0) that is needed for older and vintage machines.

!More than 110 SEMA representatives descended on the nation’s capital to participate in SEMA’s 2018 Washington Rally, Wednesday, May 16. Industry leaders stormed the halls of Congress to remind lawmakers of the cultural and economic importance of the automotive specialty-equipment industry and motorsports.During the event, SEMA members urged Congress to pass H.R. 350/S.203, the Recognizing the Protection of Motorsports (RPM) Act. The bipartisan bill would protect Americans’ right to modify street vehicles into dedicated racecars and the industry’s right to sell the parts that enable racers to compete.

The RPM Act now has 148 co-sponsors in the House and 38 co-sponsors in the Senate, and the number continues to grow.
